Each person must be responsible for their own actions and is answerable for the immediate consequences. No whiners!
There is a great gathering of people in the Nevada desert each year called Burning Man. They create an experimental city for one week. Last year, on the day concluding the gathering there were an estimated 28,979 participants on site. A man who has been participating for the last 5 years or so commented afterwards that eventually somebody was going to do something stupid and the powers that be would shut down or at the very least regulate the event out of existence. Because government does not like people living for even a week without strict regulation.
Think about it that many people and one robbery, rape or assault would end it all. How many cities of that size could say that in the last week they have had no violent crime? Yet the average city is strictly regulated.
In the case of Burning Man I think the threat of regulation has some impact on the behavior of the participants. But there are other things that may come into play.
Personal pride is a big motivator. I am a polygynist by nature. My wife knew this about me shortly after we met. As a condition of marring my wife I had to commit to a monogamous marriage. I take great pride that in 20 years of marriage and a year of engagement, I have not even kissed another woman in a romantic way. Even though I have at times, been sorely tempted.
I think many more people are afraid of losing their good reputation than are afraid of the law. When you live in a small community. Every body knows who you are and your reputation is more important. Few people want to be an embarrassment to their families or friends.
